Forcing your vitally needed skilled laborers to reach certain skill levels in a too-short period of time, or with too much stress can backfire pretty bad. It can lead to people who burn out, which is wasted resources. Or worse, it can lead to inflated egos, which then creates a divide between the skilled laborer and the people they need to work with. What this indicates is that the people dedicating resources didn't properly value the skillset Max is training toward before the crisis and is either trying to make up for lost time or rush out a perceived figure of laborers according to what a chart projects they'll need. But the dialogue implies that whatever crisis it is hasn't affected Max or Michael's lives directly yet. We'll see how long that remains true!
