Yeah, 8.7% would be a light touch to give you some advantages, its what they think humans of the future will do to better survive the world to make better use of an increasingly hostile climate plus there's the possibility of off world colonies that would require even more drastic alterations to make life comfortable, Why build expensive submarine cities on Europa when you can just make people able to breathe in water? Or in the gas giants with no actual ground to stand on would be pretty handy to be able to fly.
