Just an idea I had to where instead of offering Zero the chance to become infinite Eggman takes the phantom ruby and uses it on one of his lesser inventions. And the Tails Doll had been molding in Eggman's basement so that's why he's greenish yellow. And plus I believe that the phantom ruby has a consciousness so it technically controls the thing.
