Somewhere locked away at Personnel. I have/had an army of like 300 before they implemented the size rules. But hey, they never said anything about having reinforcements, right?

I thought the only reinforcements you could have were the units not on the board that are ready to be teleported/drop-shipped into battle. But things do change I guess.
