We still do it here but most professors, especially for the lower level courses, don't care if it's turned in or not mostly because it's self accountability rather than the teacher guilting you into turning it in in a sense. Homework is a universal, how people hand truant turn ins like Vesta differs by campus I'd suspect. So you're not wrong, just seems unusual to an old man like me 'cause missing homework is on them and their grade, not me to police it.
