So they take people who like to/can grow and then throw them in a cell with the only thing keeping them from growing huge is the inspectors reflexes with a pistol and the good will of those imprisoned... that's VERY poor planning on their part *lol* it's like trying to lock up a ninja by thowing him in your toolshead with your collection of pointy objects =P
