If not for the lack of boobs, I'd have mistaken him for a girl.
Try instead to simply slim down his muscle structure while also slightly increasing fat around the chest.
The result is that he gets a chest that looks like small breasts, and a bone structure like a very skinny girl's. You avoid the hip problem. ;)
