I've never met or spoken to you before so why would I?
Even then if you're asking for a point commission or trying to fish for a art trade there are less... 'rude' ways to ask, maybe like saying 'hello' first and in a note/PM. It's a more polite way to talk to someone you haven't spoken to before.
Certainly more polite than going onto someone's artwork, not saying anything about their work and asking if they have any intention of drawing your character like the notion they haven't drawn your character, for free or not, is ridiculous.
