He's using a fork with an insulated handle, and he would have to have a path to ground for the circuit to complete, which is unlikely to be the case unless he's standing barefoot in a flood, or holding something else connected to earth. With the exception of panel 2, he is actually following the 'one hand rule' in that only one hand is touching the device at any one point. So it should be fairly difficult for him to get a shock by doing this.

I dealt with this for a year in one of the business labs...
Email notification: Entire row of computers out, please help!
*Goes to room, flips switch on the breaker, tells them not to print from all the laser printers at the same time, because the circuit can't take it.*
Repeat process every month, at least once, until they get more circuits run into the lab... =^^;
