How about high-security, speed courier? There are people out there who want something valuable delivered from point A to point B in a timely fashion. Flying should be more than enough to overcome the speed issue, and I doubt most criminals would want to take on a dragon. Well, not without a shoulder-fired, heat-seeker missile launcher at least, but we all know how much red tape surround those sorts of toys.
