Yup, that's the character design. It's what many of the wild Pikachu have as seen in "Pikachu's Goodbye."
I think it looks cute, and it's something I haven't seen in any other chu-sonas :3

Well I'm a guy, and I like the idea of the signification of a wild Pikachu. So until it's proved otherwise, I'm going with this =P
Plus they didn't gender-identify in the first generation for any Pokemon. They were all "it" or the Pokemon's name (though rarely 'it'). This was especially true in the series -- I haven't watched many new episodes but I remember a lot of ambiguity still.

Ah, I'm a guy too, and if you looked closer at the pic, you might see that not ALL of those Pikachus have those indents in their tail and there were no other trainers there. Just saying. ;P
And actually (though I'm not sure if they did it IN the first season, though I would think so), they DID gender-specify that Ash's Butterfree was a male (probably cause of the pink Butterfree in a later episode), according to here: http://bulbapedia.bulbagarden.net/wiki/Ash's_Butterfree Also, they may not have explicitly said it, but they did specify for the Nidoran families, I think (despite the fact that I recall a bit of confusion on behalf of Pokedex entries for them). But whatever. :3

Well yeah, you know what I mean. I don't remember them specifically giving Ash's Butterfree gender references, so I'll have to rewatch at some point (now I'm curious). Still, I could see them sidestepping the gender names just as they do not explain exactly what those Butterfree will be doing after their 'courtship.' :3
As for the Nidoran families, the lowest evolutions for sure had genders in the game, but I think it was only assumed in the series, merely implied by the "king" and "queen" (-ino/-ina, etc). Again, I have no direct proof -- this is going to bother me for a while.
And on the case of the wild Pikachu, it is the only place where you see the frayed tail in the series; there are a few other Pikachu we encounter in the first few seasons, none of which hold this characteristic. Yet it could just as well signify the age of the Pikachu, as none of the smaller ones have frayed tails.

I remember seeing some character sheet of yours explaining how you wanted to stand out among the Pikachu fanart and 'sonas. I'm the same way and wanted to be distinct, but still not stray too far from the original design. Man, this was all back in 2007 or something. xD
