This is Ayaka, Mie's arch nemesis, sort of. She likes colorful things and is pretty passive-aggressive. Compared to Mie, Ayaka seems like a basically-average girl who happens to be less polite than most; compared to anyone else, she seems like an extraordinarily unpleasant person. During the main timeline of the story, her personality is somewhat different, but this is what she was like in the time period during which most of her interaction with Mie took place (one to two years before the main story).
