Heh, glad Leo gives off the cool charm; He's supposed to be suave XD. The metal bits are supposed to be the exterior shell of a hand-stabilizer implant He received while He served in the military... Dieselpunk-style military. So there's cybernetic bits wrapped + tucked around his fingers/ hand/ wrist and forearm, and the stuff you see is like an armor vambrace He can't take off. Can you kinda see the little rectangular ports on top of his hand? Better here in this pic: http://www.furaffinity.net/view/26078863/ Those are access ports where Leo can have a doctor service/ maintenance his hand when He needs it.

I like the aesthetic, it really works well here. Speaking of cybernetics if you like anime and such things you might like Violet Evergarden, an anime series on Netflix about a soldier who loses her arms and gets a job as a letter writer at a local correspondence company. ;) It's beautiful artistry and wonderful storytelling.
