I see. Having just tried seeing some catalogues of undies and hosiery for women in the U.S., Japan, Korea and some other countries on the internet, I found that ruffle socks were on the U.S. catalogues. Very few in Japan, and some only for toddlers and pre-school kids in Korea, and so on. As far as I remember, they were more commonly seen till around the middle of the 70s'.
