A Rah-Rah is usually one that didn’t have to work while going to a nice university, worship a big name school way after graduation, or never known what a ruff day was like because everything was given to them. Kind of like a spoiled Yuppy.

Not sure, but I heard that it came from a Bugs Bunny cartoon on where they were cheering on s bench. "Firecracker Firecracker swish boom bah, Bugs Bunny Bugs Bunny Rah-Rah-Rah!"
