Here we have Laser Vixen and Doe Dynamo in Japan and this was before current days where the fuku uniform is now opt-in instead of mandatory. Laser, though, would still opt-in because she likes to dress up and act like the Japanese expect a heroine to act. It's out of respect and another role for her and she enjoys it. It doesn't hurt that she also speaks fluent Japanese, taught to her by relatives on her mother's side.
Poor Doe Dynamo is either wondering why she's so into it or scared of that lizard kaiju in the far background.
