Side 1: In the beginning of their sort of official relationship, Iona is not used to public displays of affection at all, and of course, Ulfric's never considered the idea of courting a Khajiit. So when the Rebel Jarl takes it upon himself invite her to exchange little signs of affection with one another, she's a little taken aback. I figure she's used to all of the physical aspects of any sort of relationship/attraction being shared in a bedroom, not anything like the things he begins to offer her.
Side 2: Well, it was customary for viking men during courtship to pull the woman they were interested in into their laps. I'm sure Elda Early-Dawn is gawking somewhere behind them. The little panel to the side may or may not be linked to the other part, but Ulfric likes soft, gentle kisses. Dawwwww
