Depends on how forceful you wish to be, I think. The latter is third-person, impersonal. The former is more personal, I think, implying the author has an opinion. Or at least the speaker...

Actually, they're super-advanced training pants created on a changing table invented by a mad scientist. They just look like underwear: it's a psychological thing for kids going through potty training.
