It's a chibi of Cipher!
I think he looks cute all toony like this.
Seems someone got the Amoebine's attention, and now that gooey friend of ours went to bestow his kind of protection over them, whoever they may be.
Though this photo taken brings back some serious deja vu... oh right now I remember!

Long story actually. I imagined stuff in my head all the time as a kid, and I still do. That's what helps me write stories and come up with all these ideas. I tended to like blobs and goo as a kid, and so I imagined a living blob of orange goo. I think some other things like movies helped influence it too.
Cipher is the that idea but refined into a proper character and his own species.
When I was creating him, I needed a name. I was playing Metal Gear Solid V at the time, and the main antagonist faction is called Cipher. I was like 'Cipher's a great name!' I'm quite happy with my decision!
Things like my Uprorian plants are also derived from my childhood imagination.
I can't help but to conclude this with a quote I came up with a sometime ago:
A child's imagination is the most foolish, but the strongest.
