It was a bit of an "inside joke": There is a Meme making the rounds, that canine furs are not allowed to howl at conventions. And there's a $350 fine for "starting a howl" or "Awooing in public".
That picture looks like a very epic howl! So, if a common canine Awoooo is worth a $350 penalty, what would the cost of one of those epic howls in the picture be? *chuckles*
