I'd argue that the pokemon world is very toned down and rounded out for kids. It's pretty naive to think human violence doesn't exist. But that's just my opinion. If you feel like it takes away from the setting then that's fine.
That said, HP's world is pretty close to the real one, so I kind of highly doubt there aren't any magical martial arts in it. :P

It's not about PG, it's about of the setting structure.
There are in-world problems: like there are no D&D fighting spells assortment in HP beause there are super-effective PWK "Avada Kedavra". So, there are few swords or arms on Pokemon because you can always summon a fitting Pokemon to do your task. There could be somebody without pokeballs, but encounter of two is a very low chance. First guard's reaction should be: "***, I choose you! Attack!"
You have to invent an explanation why there are no pokemons available. But it should be interesting to fight human vs Pokemon.

I believe that she actually said that a farmer with a shotgun (British farmer with a British shotgun, I'm assuming - which implies a single-shot break-action) would be a match for Voldemort Himself™. Consider that even him, casting the killing curse, takes more than a half-second. Consider now, how long it takes to fire a gun. Granted, the wizard doesn't run out of shells, and can probably maintain a higher rate of fire, but guns are all backloaded - once the things' ready, it's ready. All you have to do for your first shot is pull a trigger; the fight's over before the killing curse can come out, in a one-on-one. If you have to reload, you're probably hosed, however - this is where the rate-of-fire advantage comes in.

Didn't she come to ask for help ? Trying to murder the guards before they even open their mouth doesn't seem like the right way to go about it. Well, at least that explains why Cole is fucked up : it's running in the family !
