Head Minion appears human though - and the view might even conclude they are human, if not for their extended lifespan. What makes this one special doesn't get fully answered until some way into the series, when you get to see his morning makeup ritual - the tight-necked suit, the prosthetic nose. The reveal that, while the boss has given this minion back their mind, he cannot restore their human body.
With makeup on, he proves very useful as a go-between, organising the human side of their plan. Just has to stay out of the sun.

It was also played for laughs in an episode of The Librarians when a character was able to stop Frankenstein's Monster from rampaging by pointing out that in the near-century since the original story, cosmetic surgery was come a long way. Monster was last seen considering a career in American football.
Your lich would need feather implants, gloves, some concealing wing-drapes and robe. The only difficult part is the face - but as bird faces aren't very flexible, that's really just an elaborate mask. It'd look a little off close up, but he'd be able to walk though the streets without notice.
