Cell phones in Qurie are a necessity. It's very unlikely people forget or loose their phones only because the crime of being caught using someone else's phone is very harsh. They're almost like your wallets as they'll have all your personal information on them. However, if you're not a very popular person, noone's gonna want to steal your phone... Unless you're someone like Wallop, who can't really be punished for breaking human laws.

Max's phone he's pretty much jail broken. While being caught using a phone not registered to you is a crime, there is little anyone can do to stop illegal apps and processes from being run on them. One thing Max likes to brag about is that he's got an app that lets his bike go above the regulated speed limits that other motorized vehicles are forced to stay under. It makes it so that he has to repair the thing a lot because it's being pushed beyond what it's designed to do, but he's got great friends to help him fix it when Max pushed it to the limit.
