I mean the cloak isn't really an organic being, so magic meant to effect living beings wouldn't really do much to it at all. I mean if it did, it wouldn't so much as get smaller as it would get newer. After all the cloak came into existence at the current size it was. I suppose you could make an argument for the cloak being reduced to its base components of whatever plant material it originally came from. Cotton seeds maybe? But again that would imply the magic was for some reason programmed to target inanimate material.
And if it did target inanimate material... It probably wouldn't work too well. Imagine trying to carry it around in a glass. Glass is made from sand, so if glass got hit my regression water it would turn back into sand if it worked on inanimate objects. Then the water balloon which is rubber would have wound up regressing back to being a tree or seeds as well.
In general, it's just a lot easier for our transformation magics if we just say the spells are targeted to living animals only. Otherwise it starts to get really impossible to transport it anywhere or use it for anything.
