Protest for a cause? Highly unlikely. Political commentary, against the idiocy of pacifism? Quite likely.
And, as for the Latin quote, rought translation: "If you want peace, prepare for war."

As you said, can be interpreted in many ways. I cant claim its origins were deep & insightful (4am insomnia attack & ment to piss some neo-hippie friends off,) it does have an effective message.

Hippies have a special place in my heart, I hate all but a select few. Was doing an internship at a genetics lab when I was doused with blood. I tackled the unwashed freak & wrung my shirt out, making sure the blood went down his throat. To make it even better, turns out he had been a lifetime vegan before that...
And yet, if you take the long view....
The Spanish Armada was vastly superior to anything the British could come up with, yet the British still beat it, and the Spanish Empire fell apart. The British Empire was vastly more powerful than India's forces, yet where is the British Empire today? The Russian armies that invaded Afghanistan were vastly more powerful than the ragtag forces of that region, yet where is the Russian Empire today? The American forces that invaded Latin America, Vietnam, Iraq and Afghanistan were vastly more powerful than the ragtag forces of these regions, too; any bets on how much longer the American Empire will last?
In the end, it seems that superior firepower and the willingness to kill without discrimination at the drop of a hat is not enough. Something more is needed for long-term survival. What that "something" is, I'm not quite sure; but I suspect it has something to do with a sense of justice, a sense of humanity, a sense of cooperation, and -- who knows? -- a conviction that weapons are no match for the human spirit.
Of course, I could be wrong, dead wrong. Ask me in 500 years. ;)

You are right about that is needed for long term survival/peace. Problem is, that seems very contrary to human nature.
Really is a pity. We seem to organize best when at war, & our capacity to develope new technologies to exterminate life seems limitless. Wish, just once, we could do something amazing during peacetime for the benefit of all.
I think humanity is destined to die out at our own hand. But, theres always the insane hope that I am wrong.

Two things give me hope.
One is that, even though people can often be aggressive on their own and in their own lives, the sort of large-scale aggression required by organized warfare can be hard to build up. Soldiers being sent to invade a distant country have to be isolated, indoctrinated, and trained to kill, and this takes time, effort, and above all, money. Even then, many soldiers feel a terrible sense of guilt that can linger long afterward.
The other is that foreign invasions become extremely difficult to prolong when soldiers begin to think politically... when they begin to ask political-economic questions. "Who benefits from this invasion? And why have they sent *us* to do *their* killing for them?" Russian troops began to think about these questions in Afghanistan; American soldiers, in Vietnam, and now in Iraq; Israeli soldiers, in the occupied territories. And when soldiers begin to think for themselves, politicians find it harder and harder to justify their wars.

Very good points. I have heard people talking about both, but never actually viewed it the way you present it. There is a bit more to hope for then! Not much, but all you need is a bit.
The only problem is that the country has alot of deeply religious backers, they type of people who terrify me the most. They are the sort that can do anything, feel they did "God's Will", and rest easy at night. Once they get involved, they can provide alot of staying power.
