JoJo's Bizarre Adventure is referenced so often in anime and other pop culture that the mere referencing of it has become a meme. Because of this, it has then evolved where recognizing the reference has in and of itself, become a meme. That specific phase can probably be tied back to the anime youtuber Gigguk, who did a whole video on JoJo and its importance to pop culture today (and he makes absolutely high tier, meaningful/funny anime reviews and comedy, by the way, I highly recommend him if you enjoy anime at all). In his later vids, he has a running gag where he shouts that exact phrase away from the microphone anytime a JoJo's reference is made in an anime.
