Arbitrator, the Gecko/Snake hybrid has always been a steady-shot and a mechanics expert. Everything he owns/uses (including his sniper rifle) was built from scratch to meet his exceedingly high standard for quality.

That sniper there was based on a rare # A .50 caliber sniper rifle with a maglev track along the barrel. He replaced all the innards with his own home-built railgun, capable of tracking, and hitting a target the size of a small soccer ball up to 2 miles.
It is also fitted with an "acoustic laser" - which detects breaks in the laser (due to sound waves) as sound, and as such he can hear someone up to a mile away.

His compact, yet extremely functional headgear allow him to stay in touch with his combat group, even if he has sited himself on top of a skyscraper miles away.

You'll be seeing allot more of this dude (and reading what he gets up to in stories) soon enough. :)
