I think she looks nice regardless if what you say is true. All of your characters are adorable, no matter how you draw them. If anything I think the smaller waist makes her more cute X3 and about the thighs, it just pulls in a bit more reality into the picture.
in real life nobody is perfect. in reality I have tree trunks for legs and girly hips, and I try to draw Mike-o without those imperfections, cuz they are the ones that bother me most... and seeing the thicker thighs in a picture shows its alright to not be perfect.
and if you are just getting all worked up because she seems to be getting these traits, don't worry, the more I draw non-chibi versions of my character Mike-o the more he looks like a wolf or a white German Shepard; when he really is a large cat. (father lion, mother cat)
so don't worry about milkshakes, as long as she still has traits of the animal she is and people can tell she is a cow she will be fine.

She was meant to be a larger female, but I just can't make her look big, and it look right.

but if you think about it, she is perfect for the way you have most of your characters. if milkshakes isn't that big (like most cows are) then she fits perfectly with your feminine male goat Apricot and your lazy ferret Cybil!
