It looks somewhat ... weird?
Maybe it's a brush washer(笔洗) I guess...(However most brush washer is a little constricted but this one is half opened) or it's just a bowl (Well if so, it's so inconvenient)
Actually in Chinese antique, pterodactyl figure is rather rare or maybe it's actually a bat (Bat is called 蝠 in Chinese which is homophonic to 福 and represents bless and pleasure).

By the way, I don't think it's an oil lamp.
If an oil lamp is bowl-shaped or plate-shaped, it's more likely made with crucible or metal because porcelain is actually not suitable for high temperature although they're usually fired out.
Porcelain oil lamps do exist and mostly appeared in Qing dynasty, and they're usually double-decked and long-necked.
