I'm guessing it has to do with Zeraora not being in Ultra Sun & Moon yet, so many trainers haven't taken notice of Zeraora yet, which would explain why Zeraora isn't as popular yet. Once Zeraora revs into Ultra Sun & Moon, that could all change.
...Or, a playable appearance in Super Smash Bros. Ultimate would guarantee Zeraora's popularity, it's already done wonders for Greninja!

The thing is that Greninja kinda was the representative of 6G pokemons, that is why he has been chosen to be in the roster, I think, while Zeraora, I didn't even know about him even a long time after its reveal... I would really REALLY love to see him in Smash, but if they had to bring a 7G pokemon to the roster, they would probably choose a starter like incineroar or decidueye (I think the latter is more plausible, given how he's also in Pokkén tournament). Maybe we can hope to see him as an assist trophy, he would maybe do something like Zoroark does... I hope to see him as a playable character, but unfortunately, I don't think it's gonna happen ;A; He will probably just be a trophy to see in the chest menu or something :/
