It might be close enough that the rocket wouldn't have a chance to arm itself so it wouldn't explode, but it would still kill the driver

yes, the rocket would absolutely not arm itself. but it will still fling a 5 pound rocket through the windshield at around 100m/s

RPG-7 has safe arming distance from 2.5 to 18 meters. It was done like that because if she shoots that car, everyone will die.
