For those that are curious, this took about four hours start to finish from blank paper to posting the scanned image. That's still too long in my opinion, but I'm getting faster.

That's ludicrous... Anyone eyeballing the ship can tell its tonnage is off just by comparing the acceleration and thrust... You can get the acceleration by tracking position, and you can get the thrust by the energy signature of the drive plume...
The only way this makes any sense at all, is if they're depending on the fact that the tug is required, and they're assuming the crew of the tug is bribable...

Is the tug doing ALL the work...? If the specific impulse is low and the thrust high, it can be difficult to gauge mass... If the tug isn't bribeable, though, that can bite you in the ass severely...
To get away with it, you'd also have to refuse any sort of docking that puts you under acceleration, and rely on workbees to unload cargo...
