...I do like this setup. Kinda wondering how the world takes this at large, though, given the beginning of the story. It said he wanted people to notice, for there to be an impact... *pictures news crews bearing down on Zebidiah’s ranch as the Komodo growls as the “pesky varmits”*

For all we know when the news crews come to investigate, they find it's spreading and changing everyone else and this is merely ground zero for it all. Give the rest of the humans something to see before their eventual regression to a cattlepunk and steampunk world.
