From the jungle continent of Lustria comes a fearsome reptilian champion. What drove this formidable fighter to the Old World is not known, but this creature's motivations are entirely its own. Whatever the case, he is no friend to the Skaven or to the depraved worshippers of the false Chaos Gods, and shall smash his foes in battle and bring their broken idols back to Lustria.
Utterly spectacular work done by [EXPLETIVE DELETED*] who did an astoundingly good job on this piece.

As do I, really the level of detail and work on this is exceptional.
His legs look wonderful, though I also quite love the detail on his belly and his accessories! He has weapons and apparel fashioned with bronze and a couple of skulls he collected from slain Skaven. The fiendish rat-men are, after all, one of the greatest threats to the plan of the Old Ones.
I do like to imagine that after he spends some time in the Old World that Tarvash might adopt certain weapons and armour, but overall, he's already got the armour that nature gave him, as you say.

In the battle against chaos, a commander should be concerned less with WHERE their warriors come from, and more with HOW they contribute to ensuring the world doesn't die. He's a lizard from the far reaches of the new world, if my time in Ulthuan and learning abroad has taught me anything, it's that he's the one I want watching MY back in battle against the foul powers, origins and misgivings be DAMNED.
