There is a mod that turns -EVERYBODY- into anthro animals and does a REALLY good job of it. Jackals and wolves and foxes and cats of various types and hyenas and such. It really does a tremendously good job of furry-fying everybody. Even the kids are adorable pups and I swear, even though it doesn't change the voice lines, some of them fit exceptionally well.
However, it's "Yiffy Age of Skyrim", comes default with adult bits, and so isn't available on common mod sites. Even if you remove options to make it clean, the loading screens have no pants and distinct sheaths. If you want to play with working, animated bits, you're set. But don't try streaming it. O.o
