Rabbit supervillainess Time Stamp uses her powers to freeze time just as superhero Mega Mutt flies past. She's either going to use this to her advantage to get the drop on him (for a buff bunny, he's just a hop away from the rooftop) or steal something from him. I'm not sure what his weakness is besides fatigue, but if he has a kryptonite, she might plant that on him. When she freezes time, she only has a brief period to act, as it requires a great deal of power.

She could team up with Dynamite, who could be waiting below to blast him again. Also, the motivations of your Berserker (I think that was his name?) sound kind of similar to hers. She wants to go back in time and change history to make everything "perfect," but the science community thinks it's too dangerous. So maybe they could team up.
I can see a scenario on it happening.
"It happens when Lithius/Mega Mutt is working in his shop when he has heard on the news that Dynamite has escaped from her high priority cell and is causing damage to the city. Thus Mega is called out to help, but as he gets there, Time Stamp uses her powers to freeze him in place and for her to use some of dynamite's time bombs to take him out. Then with Dynamite about, she sets off the bombs from below mere seconds before Mega is brought out from the time freeze unaware of the immanent explosions he's gonna come onto, sending him into a building, charred and hurt from the blast, he then sees the two appear and thus an epic 2 on 1 battle happens"

LOL. I had to look this up. Time Stamp's powers were inspired by Chronozoid from the 90s cartoon "SkySurfer Strike Force," Flash Man from "Mega Man 2" Speedtrap from "Static Shock" and the Mike Vincent android from "Captain N" (with his pause button.) I guess there have been a lot of time stopping villains, hehe.
Oh! With the black and white effect, I thought it might be inspired by the Batman TAS episode "Time Out of Joint."
