Dragons certainly are NOT the most careful creatures XD The coliseum is actually a ruined part of the older city New Alveri was built on top of. Dragons and people have been coexisting, to greater and lesser degrees of success, for over 10,000 years in the story. So even an old ruin like this was built for both a human and dragon audience.
Oh yes definitely! This is a story that's actually been almost 10 years in the making now, starting with a first draft version on writing.com and a more recent, fresh reboot this year on deviant art.
