I'm not sure which part you refer to ^^ If you mean above the cloth around the waist, that is more metal plate armor like what is on the chest continuing under the cloth :)

Well, right above the cloth there's a section with circular plates. In between that section and the thorax there's a curved section right where the natural waist is. I assume this bit is probably supposed to be more mail, it just looks a bit odd to me.
