Uh, actually they made that perfectly clear after the "Grasscutter" storyarc where Jei's body was completely disintegrated by lightning, and his spirit possesed another character. Oh, and then Sakai wrote a background story explaining where Jei came from. So no, he's not a psycho, hes a legitimate case of demonic possesion.
