I read it as disconnect. Of not belonging.
Of being born a dragon in a non-dragon family.
Of brimming with life and awareness amidst numbness.
The young dragon is a wellspring of energy, radiant in the sunbeam which barely permeates the surrounding darkness.
He is determined to affect his surroundings. He tries to bend the very tiles and cabinets around him, to alter the space in a way that can be felt. To matter.
He wants to share his magic glow, and for his kin to share their glow back as would seem right.
But the parent barely notices. The apron shows she adopts the role of caretaker, but it is an old-fashioned apron, the shell of old traditions, maintained by habit alone.
Outside of this role, even she doesn't know herself, let alone what her child has made. We cannot see her face.

Wow, you've nailed it. Just as you were sitting by my side while I was designing the overall scene. You've even came up with the far better meaning behind the apron than I've initially had. The idea of parent being strongly devoted to tradition is totally correct and the old times apron fits this meaning pretty well (even though by accident).
