i don't see why not? there were both "screenshots" and "fanart" categories for the submission. so why wouldn't this be allowed?

SADLY, it's in the EULA. The screenshot contains a majority of 'packaged models', the only real user-made content being the letters. GMod or not, the focus of the image is still almost entirely the game characters.

Please read: Screenshots of web pages (e.g. Fur Affinity, Google), games (e.g. World of Warcraft, City of Heroes), desktops, programs or apps may not be submitted unless they contain original user created content. User created content, in this instance, does not include customizable characters or creations assembled using pre-created criteria (e.g. Spore) and/or programs where the user input is primarily adjusting values (e.g sliders, values, seeds).
