I think Dinonickp mentioned this friend to me already?
Just in case it wasn't about the same person I unfortunately don't accept commissions with written references unless it's to make a whole new ref, and that would cost more due to the potential trial and error I would go through to make sure the customer 100% gets what the're envisioning for their character.
And for this month I'm not taking anything bigger than a flat color image

I don't think it's the same friend, but He does have a recolored sprite of the pokemon character he wants to use, a solid written definition, and he is okay with whatever the artist comes up with. It would be a two character pic if that's alright, but if not I understand.
I can still accept another, just wasn't advertising since the end of the month was near and my list was almost completed. Go ahead and not me like before with the basic information:
