There's definitely plenty of outlaws on Cervidia. However, many of the smart ones know better than to wander into the Sacred Forests of Ventallia. If they do, it's not likely they'll ever return. The forests are well protected by the Ventallian forest guardians and dangerous beasts (Kaneshia was a forest guardian).
