Hi, I'm interested in adopting this character, but I'm new to this so I'm not sure how. Could I possibly get a brief explanation?

An adopt is basically a character design you purchase c: you pay for the design and then you can decide what the character is going to be (name,gender, personality etc). After purchasing you can make them your fursona or just a personal character, get art of them, role play as them etc. They’d be 100% yours to use however you like, it’s just you bought the initial design instead of making it ^^
