I mean, technically all those hoards are good for the economy.
Look at it this way: Suppose a band of adventurers manages to take all the booty in a bag of holding or something, and they then proceed to spend it all on beer and new expensive gear. The countless amount of gold and gemstones released into the economy causes a sharp drop in the value of those commodities, most alarmingly for all the gold-based currencies everyone uses. This causes the entire land to sink into a deep recession, thousands of jobs are laid off, causing a reversal in productivity, which only exacerbates the problem. This spiral of decay only ceases when a benevolent evil creature swoops in and starts to horde all the worthless gold and gems en masse, effectively removing it from circulation. The prices of the commodities then raise back up to their pre-recession values, and harmony is restored.
So remember, the next time you see the chance to win yourself a truly massive treasure hoard, stop and think for a moment. All those dragons, nagas, and other hoarders are doing a service to the community!
