You ever wonder just who is behind running the grand Dot City? If not, well you're getting an answer anyway! Meet Gladys Payne, the current mayor of Dot City, though not for much longer. She's not known for her attitude, which is generally pretty surly, but she's known for sapping away money from the city to use it for her own frivolous needs. While she has kept the city afloat for the past 4 years, it's clear that she's not very popular with the public. Thankfully a new election for Dot City mayor is running, and Gladys is sure she's not going to be re-elected. The competition is pretty stiff, and Gladys just wants to retire to her beach house and be left alone, so she's not even going to try nd campaign.

Gladys is a relatively minor character, despite the fact that she's in charge of how the city runs. You'll see just how important she is to the infrastructure to the city later. For the time being, you can enjoy her and her, uh, large and in charge presence.
