Yeah she's Felina Furr aka Alley-Kat-Abra from Captain Carrot and the Zoo Crew, a comic that ran like a spinoff from the popular Superman and Justice league comics back in the 80's. They had 20 or so total official comics, and a few special issues/guest appearances.
Great comic, and she was definately an interesting character.
