Well, Pete was never officially a dog -- he just resembles one during "Goof Troop". He was bearlike during the Alice Comedies (where he got his start) and Oswald's run, and was only redrawn as a cat when he became Mickey's enemy, since cats and mice are an obvious pairing. He's officially remained a cat ever since, with his species identified on-screen in "Mickey Mouse Clubhouse".
(Of course, this means that he's Disney's longest-running, and oldest current, character. The Alice Comedies were Walt Disney's first franchise. Pete even holds the distinction of appearing in cartoons for Universal (who acquired Oswald) and Disney at the same time!)

To be honest, mind you, Dippy Dawg was only in six cartoons total before they changed his name to "Goofy". But to answer the question...
The official term for Goofy's type of Disney character is "dogface". He shares this classification with, among others, the Beagle Boys. Dogfaces aren't officially dogs, but (as the name implies) dog-faced people. (Or, as Goofy's voice Bill Farmer once joked of Goofy, "the missing link between Dog and Man".)
