i like how this turned out because i was just seeing how the dodge and burn tool will affect my work and it worked perfectly now my work in the future should be easier and quicker

Ah I see. I would of had like billions of layers heh.
Layers:
Sketch
Lineart (maybe)
Body Color
Markings
Hair Color
Hair Shading
Hair Lighting
Eye Color
Eye Shading
Eye Lighting
and so on. Not in that same exact order, but something like that. That wouldn't be all the layers, but it gives you a taste of how I do it. The only reason I split the shading and the lighting is because if I don't like it like that I will change it. If you're set on how you want to shade and light then I'd suggest just doing the shading and lighting on the color layer. A key thing is to leave the lines from the color layer to give it a more clean look. You don't have to do this it's just a tip.
