It´s a Swedish rpg, roughly translated it´s called
Mutants: Heirs of the Apocalypse
it has quite a sweet library of playable races, including 2 forms of anthro animal mutants (those with physical mutations, like 4 arms or spitting fire, and those with psychic mutations, like telekinesis or able to phase threw objects)

sadly by now Mutant is all but gone, the makers of the rpg don´t publish and new book, nor keep making prints of existing books. Even the games offical page and forum is no more.
Closest thing I could find ya is this post from another forum where a fellow sumises all the book titles and extra publish matrial, maybe ya GM lucks out an find pdf scans of the books to work with.
